20 YEARS IN DEFENSE OF FUNDAMENTAL RIGHTS

First ten years...

It was imperative for Alejandro Rodríguez Vega, First President of the Constitutional Court Room, that "it was necessary to legislate about other resources or constitutional actions that didn't exist in the Costa Rican Legislation, and also because the legal system that existed was not suitable to protect the constitutional and human rights, by then the country had grown and developed in an important way so it needed of this specialized court room ". It was mentioned about the simplicity needed to the legal mechanism access by our citizens; therefore it was expressed that even in a paper to wrap bread or a napkin was useful, without needing an attorney, so one citizen could appear asking for legal protection or habeas corpus.

The people's education, litigators and judicial civil servants themselves marked the labor of the first president of this constitutional organ. By this time, the Supreme Court Judge Alejandro Rodríguez stood out during his presidency for the labor of providing information in diverse areas and announcing the functions of this new jurisdictional organ. "We organized seminars with the presence of international experts to attract the attention of jurists, we made visits to other legal court rooms in the country ahead of province and cantons to explain them the functioning of the Constitutional Court Room. We used the Judicial School, the Media and Law Magazines to educate lots of persons who didn't have a clear idea of what the Constitutional Court Room was. We met with government employees, teachers, policemen and leaders of the communities. We had respected the exact weight of the new regulation to provide Costa Rica with a wide fundamental rights protection ", Rodríguez Vega affirmed.

His presence in Constitutional Court Room last until 1992, when his retirement moment had come.
